Episode 4 recap: Xiao Li Ming tries to dissuade the fraud victims from sending money.
Director Zhang and Song Qi Chang meet. Director Zhang's father and Song Qi Chang were comrades, so Song Qi Chang is considered someone who has watched Director Zhang grow up. Director Zhang is actually not very happy. He worked his way up from grassroots to become the deputy director based on his own abilities. Song Qi Chang and the others did not help him. It would have been a good thing for him even if they didn't give him any difficult assessments. But now, someone like Xiao Li Ming, who doesn't know anything, has taken over the director position.
Xiao Li Ming has dinner with Ma Le and they talk about this matter. They are both frustrated. Xiao Li Ming, who is a researcher, wonders how he ended up becoming the director of the Comprehensive Governance Center. He feels that he is not cut out for this role at all. Ma Le asks Xiao Li Ming if he is serious or just casually mentioning it. He mentions that when he was transferred to the Comprehensive Governance Center, he didn't hesitate to agree. Moreover, he is also a victim of the Hongxiang Group incident. He paid the down payment but didn't get the house, and his wife and children are still suffering. Personally and publicly, he cannot just walk away from it.
Ma Le explains that this is how mediation work is at the grassroots level. Many times, right and wrong are not so clear-cut. He needs to think about how he can accomplish what he wants to do. During a meeting, Secretary Luo reports on the recent work to Song Qi Chang. However, Song Qi Chang brings up the issue of victims setting up mourning halls at the Hongxiang Group, saying that it has caused quite a stir online. He questions if this is what they call doing a good job.
Xiao Li Ming acknowledges that it is his own fault. He just started the job and hasn't done it properly. During a meal with Cheng Hai Jiang and Song Qi Chang, Song Qi Chang mentions that he has also heard about the disappearance of 1.5 billion yuan from the Hongxiang Group. Xiao Li Ming discusses these matters with Ma Le. Ma Le says that when dealing with the work of ordinary people, it cannot be explained simply with legal provisions. When he speaks, he is too cold and lacks human touch.
Song Qi Chang is preparing to leave and calls Cheng Hai Jiang and the others to the construction site for a meeting. He expresses that they should take this as a lesson and ensure that they do their work well in the future.
Song Qi Chang mentions that their province will host the AI conference this time, but they haven't decided on the specific city yet. He wants them to prepare a report and strive to bring the conference to their city, Zhongping.
Ms. Zhang receives a phone call from her boyfriend in France. He says he wants to buy a house there but doesn't have enough money, so he asks Ms. Zhang to send him money.
When Ms. Zhang goes to send the money, the bank discovers that the recipient's account is under control. Xiao Li Ming calls Ma Le to understand the situation. Ma Le brings Ms. Zhang to the Comprehensive Governance Center, where Xiao Li Ming explains to her that this is likely a scam. However, Ms. Zhang doesn't believe it at all and thinks her boyfriend cannot be a fraudster.
Xiao Li Ming tries hard to explain, but Ms. Zhang doesn't listen. Director Yang comes over and feels that they shouldn't detain her. He tells Ms. Zhang to go back home first. Director Zhang talks to Xiao Li Ming about this matter and asks if Xiao Li Ming understands women. The advice Xiao Li Ming gives, which he thinks is for Ms. Zhang's own good, would actually cause her pain.
Xiao Li Ming admits that he indeed doesn't understand but doesn't think it matters.
