Episode 10 recap: Wei Ruo Lai spoke on behalf of Shen Tu Nan.
Shen Tu Nan's tariff reform has caused significant damage to the interests of major compradors and foreign businessmen. Despite Shen Tu Nan's efforts and the interference of Yu Shi Qing, he received support from less than half of the votes. Wei Ruo Lai and Huang Cong Yun worried for him, but Shen Tu Nan remained fearless, vowing to fight against these corrupt forces to the end.

Wei Ruo Lai remained resolute and unquestionable. He took out a blank piece of paper pretending it was his speech manuscript. Wei Ruo Lai recalled that Shen Tu Nan had previously mentioned the need to protect the interests of foreign banks in China in order to gain their support. Wei Ruo Lai enumerated the impact of tariff reform on China's trade development and the significant benefits it would bring to countries such as the United Kingdom, the United States, and Russia. They were moved by Wei Ruo Lai's speech and applauded him.
Yu Shi Qing insisted on opposing Wei Ruo Lai publicly. Shen Tu Nan arrived in a hurry with injuries and briefly described the attacks he encountered along the way. Everyone present voted, and in the end, Shen Tu Nan received seventy-six votes in favor, passing the proposal for tariff reform with a majority vote.
